A report issued by the Election Commission of Pakistan (ECP) stated that the majority of the ‘Form-15’ (ballot paper account) were missing from the constituencies won by the Pakistan Tehreek-e-Insaf (PTI) candidates in the 2013 General Elections.
The Judicial Commission (JC), that was assigned the task of investigating the rigging in the 2013 General Elections, had asked the ECP to produce the Form-15 used in different polling stations of the country.
According to the ECP report, the Returning officers were assigned the maintenance of the documents which consisted the ‘Form-15’ used, remain unused or discarded during the elections.
As per report, Form-15 of 43% of polling stations where PTI won are missing; 40% of Form-15 are missing where PPP won and 28% of Form-15 are missing where PML-N won. The report also discloses that Form-15 of 33% National Assembly constituencies are missing. On the other hand, records are missing from 43 percent polling stations in KPK, 45% in Sindh, 29% in Punjab and 40% in Baluchistan.
